Kathmandu. Governor of Nepal Rastra Bank, Dr. KATHMANDU: Nepal’s President Bishwanath Poudel has stressed the need to make the banking system of the country as compatible with international standards and competition. <\/p>\n
Governor Poudel said this while presenting his views on the bill designed to amend the Nepal Rastra Bank Act, 2058 BS during a discussion held at the Finance Committee of the House of Representatives on Friday. <\/p>\n
During the discussion, Governor Poudel reminded that since the 1990s, there has been a belief in establishing the central bank as an autonomous body around the world. He argued that the Act should be made timely to save Nepal from the ‘grey list’ and to adopt new systems of digital payment. Governor Poudel said that the existing provision regarding the number and qualifications of the Board of Directors in the proposed bill was appropriate. <\/p>\n
According to him, the presence of the finance secretary in the board of directors has made the coordination between the government and the banks effective and it should not be taken as interference. He said that the provision of ’10 years of experience’ added to the qualifications of governors and deputy governors should be reconsidered. He argues that it would not be practical to put the condition of additional work experience as the position of secretary, professor or vice-chairman of the Planning Commission certifies their experience and capacity. <\/p>\n
Disagreeing with the ‘cooling period’ proposed for the senior officials who have retired from the banks, Governor Poudel said that the state should have the flexibility to use qualified and experienced human resources at any time as per the need. He said that the state would benefit if experienced officers of the NRB go to other higher responsibilities. <\/p>\n
He insisted that retired justices of the Supreme Court should chair the committee formed if there is a need to investigate against the governor. <\/p>\n
