See the full text of the speech"},"content":{"rendered":"<p>Respected Executive Directors, <\/p>\n<p>I warmly welcome all of you. <\/p>\n<p>Today&#8217;s meeting is not only a regular inter-institutional coordination meeting but also an important phase of the common campaign to implement Nepal&#8217;s economic transformation. <\/p>\n<p>In the last few days, I had the opportunity to interact with the industrialists and CEOs of commercial banks for a long time. One thing that has become very clear from both these meetings is that the private sector is now looking for new opportunities and more confidence. They need not just concessions, but clear policies, stable rules, quick decisions and credible implementation. <\/p>\n<p>In this context, I am sitting with you today. Our thinking, our priorities and our performance should be oriented in the same direction. <\/p>\n<p>We need to look back at the last decade. We have not been able to make the right decisions in terms of policy. But why did these decisions not yield the expected results, why did the private sector gradually become defensive, why did investment confidence weaken, why did the liquidity in the banks increase but credit could not reach the industry, why the relationship between the capital market and the real economy was weakening, why production and productivity did not pick up the expected speed<\/p>\n<p>?<\/p>\n<p>These questions are not just a matter of review. The answers to these questions will determine the economic policy of the next decade. <\/p>\n<p>Through this year&#8217;s budget, the government has set a clear direction. This is not a normal annual budget. It is a roadmap for economic reform and structural transformation. <\/p>\n<p>Now the question is how does Nepal Rastra Bank redefine its role in this journey<\/p>\n<p>?<\/p>\n<p>Today, I want an open and serious discussion on this issue. We all need to ask ourselves a question\u2014<\/p>\n<p>We are working with enough confidence, do we have enough policy clarity, do we have enough promptness in our decision-making process, are we the regulator to solve the problem or the regulator to manage the problem? <\/p>\n<p>Today, I would especially like to hear your views on certain subjects. <\/p>\n<p>What policy initiatives should be taken by the Nepal Rastra Bank to make the economic reforms announced by the government a success? How to increase the flow of credit in the productive sector, how to convert excess liquidity in the banking system into production, industry and employment, how to build a healthy relationship between capital market, real estate, banking system and real economy, how to make the coordination between monetary policy and fiscal policy more effective.  How to<\/p>\n<p>Facilitate Fintech, Alternative Finance, Startup Financing, and New Financial Instruments<\/p>\n<p>Now the purpose of regulation is not only to control, but also to enable productive economic activity. The question we need to ask ourselves is whether our regulations are stifling or encouraging innovation. <\/p>\n<p>Today, I would like to make a special request \u2013 let us discuss not with the mindset that this is not possible, but with the mindset of what should be done to make it possible. Because what Nepal needs most now is policy confidence. <\/p>\n<p>If the government is confident, the Nepal Rastra Bank is self-confident, the banking system is confident and the private sector is self-confident, then economic growth is not a very distant goal. <\/p>\n<p>On behalf of the government, we have clearly taken our responsibility. The process of reform has already begun. We are expediting necessary legal amendments, institutional reforms and implementation. Now the same momentum, the same clarity and the same commitment is needed from the monetary side as well. <\/p>\n<p>I would like to see Nepal Rastra Bank not just as a regulatory institution, but as a partner and co-creator of Nepal&#8217;s economic transformation. <\/p>\n<p>Today&#8217;s discussion will not be limited to any formal comment. Every issue raised here will be converted into an action plan. If necessary, we will form a joint task force, institutionalize policy coordination, and make the decision-making process more efficient. <\/p>\n<p>In the end, I want to say one thing. <\/p>\n<p>We have a rare opportunity now. There is a political will for reform. It has become the basis of economic stability. The private sector is ready for the opportunity. Now, the institutions of the state should also move forward with the same confidence, the same clarity and the same speed. If the government, Nepal Rastra Bank, the banking sector and the private sector move in the same direction, Nepal&#8217;s economic transformation will no longer be just a fantasy, it will enter the phase of implementation. <\/p>\n<p>Let us make today&#8217;s meeting another important beginning of that shared journey. <\/p>\n<p>Thank you.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Respected Executive Directors, I warmly welcome all of you.
